Assessment & Certification

  • Ongoing observation and questioning by the trainer

On successful completion, candidates will:

  • Be registered with the Street Works Qualifications Register (SWQR)
  • Receive an NRSWA Supervisor card (street works card), valid for 5 years
  • Receive a certificate from a recognised awarding body

This card is widely accepted by local authorities, utilities and contractors throughout the UK.


Entry Requirements

  • A basic understanding of street works or civil engineering is helpful
  • You should have a supervisory role or be moving into one
  • A good standard of spoken and written English is required to complete the assessments
  • You do not need to hold the NRSWA Operative qualification to attend the Supervisor course (though many supervisors hold both)

NRSWA stands for the New Roads and Street Works Act 1991. It sets out the legal requirements for anyone who carries out or supervises works on the public highway. The NRSWA Supervisor qualification proves that you are competent to supervise these works.

The Operative course is for people actually doing the physical work: excavation, backfill, reinstatement, signing, lighting and guarding.

The Supervisor course is for those overseeing the work: planning, monitoring standards, ensuring safety and compliance, and signing off the job. Supervisors do not need to repeat all the operative practical tasks, but they must understand the standards and how to check they are being followed.

No. You can complete the Supervisor course without holding the Operative qualification. However, some employers prefer their supervisors to have both, as it gives a full understanding of the work being done.

The NRSWA Operative or Supervisor (SWQR) card is normally valid for 5 years. Before it expires, you’ll need to attend a reassessment/refresher to renew your card and keep your street works registration current.

If your card has already expired, you may not legally be allowed to supervise street works. You will usually need to complete a full or reassessment course, depending on how long it has been out of date. Contact us and we’ll advise on the best route for you.

You’ll receive confirmation of results from us first. Your details are then registered with SWQR, who produce and send out your official card. The physical card is posted to you or your employer once registration is complete.
