Our IPAF 3b training course gives operators the skills and confidence to safely use mobile boom MEWPs (Mobile Elevating Work Platforms), including telescopic and articulating boom lifts. In addition, the International Powered Access Federation accredits this course and sets the standards we follow. As a result, learners gain trusted, industry-recognised training.
Furthermore, we combine essential theory with hands-on practical training to build a strong understanding of safe working at height. This approach not only improves knowledge but also develops real-world operating skills. Therefore, operators can work more safely and efficiently on-site.
Finally, this course, like all IPAF categories, provides an internationally recognised qualification. Consequently, it supports career progression and helps employers meet health and safety compliance requirements.
What is IPAF 3b?
The 3b category covers self-propelled boom lifts that can be driven while elevated. These machines are commonly used in construction, maintenance, and industrial environments where access to hard-to-reach areas is required. Due to their flexibility and reach, proper training is essential to minimise risks and ensure safe operation.

What You Will Learn
During the course, candidates will gain a thorough understanding of:
- Safe operation of mobile boom MEWPs
- Pre-use inspections and daily checks
- Hazard awareness and risk assessment
- Safe manoeuvring and positioning of equipment
- Working at height regulations and best practices
- Emergency lowering procedures
IPAF training gives operators the skills to safely use powered access equipment, reduce accidents, and improve workplace safety. It helps operators understand risks, carry out inspections, and follow correct procedures when working at height. Employers gain better health and safety compliance and improve productivity on-site. The International Powered Access Federation sets the training standards and ensures consistent quality.
Candidates earn a PAL Card on successful completion, proving their competence. The qualification remains valid for five years, and operators must complete refresher training to maintain certification and safe working practices. Operators can access their digital licence through the ePAL app, which stores PAL Cards electronically for quick verification on-site.
IPAF offers flexible e-learning training options, allowing learners to complete the theory element at home and at their own pace. Learners study online before attending a practical training session at an approved centre. This blended learning approach saves time, reduces travel, and helps learners arrive fully prepared for their practical assessment.
